A shared list is easy.
Being fair with one is not.
Every server that has used one has watched it go wrong the same way: somebody gets banned in two thousand servers for being in a channel, and there is nobody to ask. The hard part was never collecting the names. It is what the list is allowed to do with them.
The four ways these go wrong
Not a feature list. These are the things you are actually weighing, and each answer below is a property of how the system is built rather than a promise about how we intend to behave.
It bans people for being in the wrong server
Presence around a listed account is recorded and capped at a log line. No setting raises it, in any server, at any tier. A ban needs an act of their own.
Nobody ever comes off it
A listing runs out on its own unless a person decides otherwise. Clearing an account removes how far the decision reached as well as its status, so nothing scheduled puts it back.
It publishes who is on it
There is no public list, here or in any endpoint. A published list of names is a pillory, and it stays one after somebody is cleared. Public pages carry counts.
It moderates your server for you
Only the top rung acts on sight, and only where an owner switched it on. Everything below hands your server the dossier and leaves the decision with you.
What it takes to be on it
Sources are counted, not summed
A server that reported the account and a server that was hit by it are not the same evidence. Interested parties count for half, and the dossier says how many independent sources there are rather than how many reports.
A rung is a decision somebody made
The heavier rungs need more sources and more than one reviewer before they are available at all. Nothing reaches the top by accumulating reports.
Appeals are part of the system
The account can appeal, a reviewer answers, and an upheld appeal ends the listing rather than pausing it. The record shows the clearance, so a later reader sees both.

Questions this gets asked
Will this ban people in my server without asking me?
Not unless you turned that on. The top rung is the only one that acts on sight, and it acts only in servers whose owner enabled it. Every other rung is information your own rules decide what to do with.
Can I use the list without letting it act?
Yes, and that is the default. The dossier is visible to your moderators while nothing happens automatically, which is how most servers should start.
What stops a server mass-reporting people it dislikes?
One source is not a listing. Reports from an interested party are weighted below independent ones, the heavier rungs require several sources and a second reviewer, and a source whose reports keep being overturned stops counting for much.
How does somebody get off the list?
They appeal, or the listing expires. A cleared account has no standing decision against it, and the clearance is recorded so the next reader sees that it happened rather than an empty file.
Is it free?
