A listing is not a ban
How far a decision reaches is one question with four answers, and only the last one acts in your server without you. Everything below it hands you the file and leaves the call where it belongs.

Nobody is banned for who they stood next to
Being present in a server where leaking happens is worth a moderator knowing. It is not worth a ban, and a list that treats it as one eventually lists half a community.
So the record carries it, and the code caps it at a log line. Not a default anybody can change: there is no setting that raises it, in any server, at any tier.
What gets somebody listed
An act of their own, filed as evidence by a source, with the server that reported it on the record. Independent sources are counted separately from interested ones.
What does not
Membership of a server. A name that resembles somebody else’s. One report with nothing behind it. A listing runs out on its own; keeping it takes a person.
Questions this gets asked
Does a listing ban somebody in my server automatically?
Only if you switched that on, and only at the top rung. Every rung below it hands your server the dossier and lets your own policy decide. A shared list that acts in your server without you choosing to is somebody else moderating your community.
Can someone be listed for being in the wrong Discord?
They can be recorded as an associate, and that is capped at a log line. No server setting raises it, so being present around a listed account never produces a ban on its own. An act of their own does.
Is there a public list of who is on it?
No, and there will not be. A published list of names is a pillory, and it stays a pillory after somebody is cleared. The public pages carry counts; the dossier is for the servers acting on it and for the account itself.
What happens when a listing is wrong?
The account appeals, a reviewer clears it, and clearing removes the reach as well as the status, so nothing puts it back. A listing also runs out on its own unless somebody decides otherwise; permanence is a separate act by a person.
Do I have to move everything to Modora to use this?
No. Every module is off by default. Signal works on its own, and the rest of the bot stays switched off unless you want it.
